The article examines the potential for minor permitted development rights (PDR) for fish farms of various types in Scotland, making some specific suggestions to which responses are invited. These center around two areas: changes to equipment, and switching between species. A Planning Advice Note (PAN) has been issued on planning and noise, superseding PAN56 and Planning Circular 10/1999. It addresses the requirements of the Environmental Noise (Scotland) Regulations SSI 2006/ 465, which in turn implemented Directive 2002/49/EC. The more general report states that the government is not intending to bring in regulations until 2015, which will be at the end of the next Parliament. Under section 72 of the Climate Change (Scotland) Act 2009, implemented by section 3F of the Planning (Scotland) Act 2006, local planning authorities must make provision for policy on zero and low carbon buildings in local development plans; the government is required to report on this to Parliament.
