The Zero Waste (Scotland) Regulations 2011 will amend most of the key regulatory provisions (Environment Protection Act 1990, Pollution Prevention and Control Regulations 2000, Landfill (Scotland) Regulations 2003 and Waste Management Licensing Regulations 1994). One specific topic raised here is the functioning of the Crown Estates Commissioners (CEC). This body has extensive control over the sea and seabed, and most of the foreshore, and in a country like Scotland that is a substantial area and a substantial resource. Some specific suggestions were made as to information that could be provided regarding planning obligations, such as the extract agreement from the Registers of Scotland. A guide to planning appeals has been published, principally for the public, or local or community groups or organizations, with no professional expertise relating to the planning system. Planning appeals will come down with the introduction of local reviews.
