Glenn Preston, Ofcom's Scotland Director, delivered the guest lecture at the end of the Competition law and regulation class. He explained the role of Ofcom in broadcasting, telecommunications (including on-line messaging services), post, radio spectrum and now also for streaming and radio on demand. One aspect to emerge with extreme clarity from the presentation is the way that technology impacts regulation, as regulation cannot stand still on the face of technological developments. Glenn also explained how his role involves representing Ofcom in Scotland and Scotland within Ofcom, and the way that Ofcom as a reserved body navigates the relationship with the devolved legislatures and devolved governments. The On-Line Safety Act was also discussed in some detail, as it has expanded considerably Ofcom's remit.
