Claire Methven O’Brien presented on implications for climate change from corporate sustainability due diligence regulation during a panel at the Chair of Ibero-American Legal Studies Tirant-University Carlos III of Madrid’s international seminar on Law, Disaster Risk and Territory on 9 April 2026.

Panel 4: Climate Change and Law

This panel will address global warming as a structural phenomenon that redefines the classic categories of public law and demands a reconsideration of state obligations regarding prevention, adaptation, and mitigation. From a legal-constitutional and comparative perspective, it will analyze the regulatory frameworks designed to address climate change, the standards of responsibility and diligence required of public authorities, and the implications of the phenomenon in terms of climate justice, human rights, and the protection of vulnerable populations. It will also examine the challenges related to forced displacement and territorial reorganization resulting from persistent climate impacts, evaluating the capacity of the legal system to articulate sustainable responses based on institutional resilience and the guarantee of rights.
