Biography

I specialise in law, policy, governance and international cooperation on natural resources, with a particular focus on mining and minerals. I have developed a global perspective on the study of mining & minerals law -which, I argue, is a long-neglected area of enquiry lying at the intersection of the global economy, environmental sustainability, human rights and an equitable future. My book 'The Law and Governance of Mining and Minerals: A Global Perspective' explores a sustainability matrix for the study of mining law and engages with Agenda 2030 and the role of minerals in the 'just energy transition'. This will be published by Hart Publishing in April 2020.

I am interested in a broad range of themes revolving around the role of law and institutional design for sustainability; cosmopolitan normative orders; plural understandings of land rights; and the governance of 'linkages' between the global resource sector and local economies. I publish in law, economics and development journals.    

I bring these perspectives into my teaching. I also collaborate with various organisations, acting in advisory roles to governments and institutions. These have included assignments with governments (Argentina, Armenia, Côte d' Ivoire, Ecuador, El Salvador, Ethiopia, Georgia, Haiti, Mozambique, Mongolia, Montserrat and St Helena Islands), intergovernmental organizations (IADB, UN, UNECA, IFC, World Bank, GIZ, DfID), companies (Anglo American, Rio Tinto, De Beers) and non-governmental organisations (IUCN, RWI, Global Witness, Open Society Justice Initiative) as well as corporate institutions. 

I have participated in major international initiatives aimed at transforming concepts and practices in the sector, including the Mining, Metals and Sustainable Development Project (MMSD) (2002), the International Study Group for the Review of African Mining Regimes (a technical task force of which developed the African Mining Vision) as a member (UNECA, from its inception in 2007), and the Model Mining Development Agreement Project (IBA, 2009). My academic career started as a research fellow at the Institute of Social and Legal Sciences 'Ambrosio Gioja', Law Faculty, University of Buenos Aires. I practised law with the firm Hope, Duggan & Silva in Buenos Aires, with responsibilities in the Mineral and Environmental Law section.

I am a qualified lawyer in Argentina (Specialisation in Natural Resources Law, University of Buenos Aires (cum laude); LL.M in Resources Law and Policy (CEPMLP, Dundee; with distinction), Ph.D (CEPMLP/Dundee). Member of the Environmental Law Group of the International Union for the Conservation of Nature (IUCN) from 2000; Programme Officer of the Mining Law Committee, International Bar Association; nominated in the Who’s Who of Mining Law consecutively from 1999; member of the Academic Board of Revista Argentina de Derecho de la Energía, Hidrocarburos y Minería; associate editor of Resources Policy; member of the Editorial Board of High Grade -an innovative platform on resource governance and economics-; Trustee-at-large, Rocky Mountain Mineral Law Foundation; former Deputy Managing Editor of the Journal of Energy and Natural Resources Law.
