Biography

After studying at the Universities of Göttingen and Newcastle-upon-Tyne, Dr Petra Minnerop graduated with the second State Exam in 2005. While studying for her PhD in Public International Law she worked as a lecturer at the University of Göttingen and then as a research fellow at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg. The book on ‘Pariah States in International Law?’ under the supervision of Professor Georg Nolte received the prize for the best PhD thesis from the University of Göttingen. Dr Minnerop has held academic positions at the Max Planck Institute for Comparative Public Law and International Law and the Max Planck Foundation for International Peace and the Rule of Law in Heidelberg and at the Universities of Göttingen and Munich. She has taught the Law of the European Union at Swansea University’s College of Law and Criminology and taught Contract Law, European Union law and Public International Law as a Lecturer at Birmingham City University. She has worked in the German Foreign Office, Berlin and for the Permanent Representative of Germany to the United Nations, New York. Petra was called to the German Bar in 2014.

Dr Minnerop is a Visiting Professor at the China University of Political Science and Law (CUPL), Beijing.

She is a member of the IUCN World Commission on Environmental Law, the American Society of International Law, the European Society of International Law, the Society of Legal Scholars and the German Women Lawyers Association. She has given advice on international environmental liability to the German Federal Environment Agency and on Union Citizenship and Brexit in the European Parliament. Dr Minnerop regularly works as expert reviewer for the IPCC, including for the Sixth Assessment Report.

Dr Minnerop is the Programme Director of the Taught Postgraduate Programme (LLM Programme).

Teaching

Dr Minnerop has taught the Law of the European Union, German Public Law, German Constitutional Law, Public International Law, Contract Law, English Law of Equity and Trusts and English Property Law in the past.

From September 2019, she will teach Public International Law (semester 1, level 5) and Legal Research Skills and the LLM Dissertation module (semester 1 and 2, level 5), the Law of the European Union (semester 1, level 2&3), UN Human Rights Law, and in semester 2 International Climate Change Law (level 5) and Global Human Rights Law (level 5). In the second semester starting January 2020, Petra teaches International Climate Change Law and Global Human Rights Law as well as Legal Research Skills at Masters Level and English Law of Equity and Trusts (Lectures only) at level 3 and 4.

Research interests

Dr Minnerop's two main areas of interest are Public International Law and European Union Law, with the main research focus on International Environmental Law. She has published on liability in International Environmental Law and on climate protection agreements. Petra has co-edited a special edited Volume on 'International Law of Development'  with Professor Dr Dr R. Wolfrum and Dr F. Lachenmann, published in 2019, with Oxford University Press. Her current interdisciplinary research project focuses on Climate Change Law and Attribution Science. The paper on 'Climate Change and Causation. Joining Law and Climate Science on the basis of Formal Logic' (with Professor Friederike EL Otto, Oxford) is forthcoming in Buffalo Environmental Law Journal. She is also working on issues of Union Citizenship and mitigating Brexit through Public International Law and is editing a book on 'EU Citizenship as institutionalised Membership' with Professor Dr Volker Roeben and Professor Dr Jukka Snell, under contract with Oxford University Press, forthcoming 2021.
