Abstract
Whether the enactment of the Prohibition on Face Covering Regulation in response to protests in 2019 was a proportionate restriction of the rights to liberty and privacy, freedom of expression, and the right of peaceful assembly under the Hong Kong Bill of Rights Ordinance, which had enacted the International Covenant on Civil and Political Rights.
