Abstract
Prior to the implementation of the 1981 Education Act, the service had reorganised itself to meet the challenges and stresses it was anticipated the Act would pose. By early 1984 it was becoming increasingly clear that the form of organisation adopted was creating other problems, and that some organisational readjustment might need to be considered. This paper describes the first reorganisation, how it was subsequently evaluated, how the second reorganisation was planned, how it was implemented, and how it is being evaluated.
