Abstract

A digital transformation of society, including the public sector and social security, is underway. This trend has been accelerated further by the global COVID-19 pandemic. The digital transformation of service production and delivery entails the application of both new technologies and new concepts, alongside new ways of organising and producing value. Despite increased opportunities, the access to and use of digital infrastructure and tools is increasingly uneven. The COVID-19 pandemic has accelerated the pace of change and cemented existing divides. Globally, there is, therefore, a collective responsibility to maximise the positive impacts of digital transformation whilst managing, and minimising, the negative ones. [more available on the PDF]
