Abstract
Discusses the findings of research funded by the Arts and Humanities Research Council on the difficulties in legislating for post-devolution Scotland and Wales in parallel with the requirements of EU environmental law. Considers issues of transposition in how England, Scotland and Wales implement EU environmental directives. Examines the issue of who should legislate to implement EU environmental law, looking at presumptions and rationales, processes, and the consequences for legislative content.
