    Abstract

    We report on the development of participatory management at the catchment scale for the Tweed HELP Basin. We contrast the historical management of water within the basin with the current position, and investigate the development ad current role of the stakeholder catchment organisation, Tweed Forum, within the context of strengthening governance for sustainability.
