Abstract
The development of legally binding norms on corporate responsibility for human rights could be a significant step in strengthening corporate human rights work. The current proposals to introduce binding rules significantly change the norms in order to ensure clarity for both companies and citizens. This legalization involves a number of conceptual and practical challenges, and the authors doubt whether the desired clarity on binding rules can be achieved without weakening the impact of non-binding norms.
