Abstract
The current work presents the “Programa Rotas de Fuga”, an experience developed by the Observatório de Favelas do Rio de Janeiro, which comprehended a set of actions related to elaboration, implementation, systematisation and proposition of methodologies that intend to face the entrance and participation of children, teenagers and youngsters in illegal activities, especially drug trafficking. We discuss the guarantee of
those subjects’ rights, highlighting the effects of a process of stigmatisation of favelas, popular spaces in the city, and their inhabitants. In addition, this paper describe specific limitations imposed by criminal armed groups that dominate those territories in Rio de Janeiro, as factors that have being making difficult the free circulation and the exercise of citizenship for their residents. We also present alternatives and propositions related to the right of health.
